The Hon. Lord Scott

Chair of the Inquiry 

The Hon. Lord Scott, John Scott, became a judge of the Supreme Courts in 2022, the first solicitor advocate to have been appointed directly from practice. 

Graduating from Glasgow University, Lord Scott qualified as a solicitor in 1987 and became a solicitor advocate in 2001. In 2011, he was appointed Queen’s Counsel, specialising in criminal law and public inquiries, and went on to chair the Scottish Human Rights Centre, the Howard League and Justice Scotland. Before his appointment at the Inquiry, Lord Scott chaired several independent reviews, covering areas such as policing and mental health.

Angela Gray KC

Counsel to the Inquiry

Angela Gray KC qualified as a solicitor in 2001, having graduated from Glasgow University. 

After 11 years as a Solicitor Advocate, she was appointed King's Counsel and thereafter called to the bar.  Angela has extensive experience in the investigation of sudden, suspicious and unexpected deaths, and in the conduct of fatal accident inquiries. She served as an Advocate Depute from 2013 to 2024.

Simon Crabb

Juinor counsel

Since calling to the bar in 2017, Simon has built up a busy practice focused on personal injury, professional negligence and public law. He is a temporary Standing Junior to the Office of the Advocate General for immigration work, and has a keen interest and experience of fatal accident inquiries.

Simon has considerable experience in human rights and has worked in conflict zones in Colombia. He continues to advise on issues of international law and transitional justice.

Rosalyn McTaggart

Junior counsel

Having started her career in the criminal justice sector as a volunteer with Witness Service in 2006, Rosalyn practiced as a solicitor in Glasgow before calling to the Bar in 2021. She is experienced in complex and sensitive matters including sexual offences, murder and terrorism, as well as in public inquiries.

Rosalyn was part of the judicially-led review of the management of sexual offence cases, chaired by the Lord Justice Clerk. She was also a member of the implementation group for the Vulnerable Witness (Criminal Evidence) (Scotland) Act 2019.

Legal team

The legal team supports the Chair and Counsel to deliver the Inquiry’s terms of reference. The team deals with all legal work relating to the Inquiry and is led by the Solicitor to the Inquiry, Ciara Pang.

Secretariat

The Chair is also supported by the Inquiry Secretariat which takes forward operational and administrative aspects of the Inquiry. This includes document and records management, finance, facilities, security, witness liaison, and media and communications. The Secretariat is led by the Secretary to the Inquiry, Chris Crowther.
