Core participants

The Chair of the Inquiry, Lord Scott, has granted core participant status to the following:

• The family of Emma Caldwell
• The Chief Constable of Police Scotland
• The Lord Advocate
• Retired Detective Chief Superintendent John Cuddihy
• Retired Detective Chief Superintendent Colin Field
• Retired Detective Superintendent William Johnston

Information about what a core participant is, the application process to become a core participant and how they can take part in the Inquiry can be found in the core participant protocol. For information on how the Inquiry will engage with core participants, see the engagement protocol.

The Chair can designate additional core participants at any point during the Inquiry. If the investigation uncovers evidence that suggests an individual or organisation should be a core participant the Chair can suggest an application is submitted.
